Steps to change taskbar color in Windows 7:
Step 1: Go to your desktop screen and right click on the screen. Some options will pop out, and among them click on Personalize.

Step 2: A Personalization window under control panel will be opened. You can also reach to this window from Start > Control Panel > Appearance and Personalization > Personalization.
Scroll down the window you will find a Window Color button at the bottom of the window as you can see in the image below. You can observe that the window border has also became of lime color.
Step 4: Scroll dow the window, you will find Enable transparency checkbox. If you mark the Enable transparency check box, your taskbar will become transparent including your window borders.
You can adjust the chosen color intensity with the help of Color intensity scrollbar.

Step 5: Under Color mixer from Hue (color, shade) section, you can also choose a color which may not be available in above colorful buttons.

In Saturation section, you can select the saturation point of the color.
In Brightness section, you can adjust the brightness of chosen color.
When all done, click on Save Changes, to make the changes done till now to become permanent.
